Decision making method and the system and policy decisive unit are disclosed. Decision making method includes the step which receives the application session information which includes with access network information and access user information. Next, following to the application session information, it includes the step which does policy and rating decision. In application session information, by adding with the access network information and access user information of the user terminal, the above-mentioned decision making method and the system and policy decisive unit, the IP address which is allotted to UE with to the above-mentioned access network information or access user information and by network following, the only correspondence user decision it becomes possible in policy control/rating rule function (PCRF). As a result, decision making of policy and rating becomes accomplishment possible.
