PPROBLEM TO BE SOLVED: To provide a system for managing quality of organic sludge-derived solid fuel, which minimizes an increase in cost for producing organic sludge-derived solid fuel and keeps overall quality of the organic sludge-derived solid fuel to be produced in a plurality of sludge discharge plants, at a predetermined level. PSOLUTION: A central computer 2 estimates an average heating value per unit of the whole organic sludge-derived solid fuel to be collected from all the sludge discharge plants 100 next time, on the basis of the amount of generated organic sludge-derived solid fuel and the heating value per unit received from each system 1 in the sludge discharge plants. If the estimated average heating value per unit does not satisfy a value designated by a fuel trader, the central computer 2 transmits a processing condition for reducing the heating value per unit of the produced organic sludge-derived solid fuel, for the system 1 in the sludge discharge plant whose average heating value per unit is far deviated from the value designated by the fuel trader.
