PROBLEM TO BE SOLVED: To quantify a waste agitating degree to be presented to an operator, and automatically control a crane in accordance with the quantified waste agitating degree.;SOLUTION: A computation part of a computer performs the following procedures. Namely, after inputting a waste charging signal/bucket grasping signal, it inputs a waste collecting vehicle/crane position signal (S2) and computes the accumulated shape of waste in a pit each time when the waste is charged by a waste collecting vehicle or a crane or the dent portion shape of the waste in the pit each time when the waste is grasped by the crane (S3). Then, it computes an agitating frequency for layers of the waste accumulated in the pit (S4), finds an evaluation value from an evaluation function in accordance with the computed agitating frequency about all positions in the pit (S5), computes a crane control instruction (S6) while selecting a predetermined position in the pit in which a bucket is moved, and outputs it to a display or a crane controller as a guidance for the crane operator (S7).;COPYRIGHT: (C)2011,JPO&INPIT
