PROBLEM TO BE SOLVED: To plan security measures that take the requirements of a plurality of security measures and their exclusive relationship into consideration in accordance with the situation of a client to be managed.;SOLUTION: A security management system has: a state storage means 102 for storing the state and the asset value of each client (client system 120); a management classification determining means 103 for classifying the clients into different management classifications according to the states and preset management classification policies; a measure creation means 104 for creating the best measures based on a measurement policy that defines one or more requirements about measures, such as the risk and cost of permitting combinations of the best measures in units of management classifications or the extent of decrease in availability, and on a risk model for calculating vulnerabilities, costs and the extent of decrease in availability on the basis of combinations of the measures; and a risk evaluation means 111 for calculating the current risk value of each client on the basis of the state of each client and the risk model.;COPYRIGHT: (C)2008,JPO&INPIT
