PPROBLEM TO BE SOLVED: To provide a technique for precisely evaluating the deterioration/damage of a material to be inspected. PSOLUTION: The system (S0) for evaluating deterioration/damage is equipped with an ultrasonic wave transmitting means (C1) for changing the transmitting frequency of the ultrasonic wave transmitted to the ultrasonic probe (2) acoustically connected to the material (12) to be inspected within a preset measuring frequency range, an echo height detecting means (C3) for detecting the echo height of the ultrasonic wave propagated through the material (12) to be inspected, an echo height integrating means (C5) for integrating the echo height detected by the echo height detecting means (C3) in the measuring frequency range to calculate an echo height integrated value, and a deterioration damage evaluating means (C6) for evaluating the deterioration damage of the material (12) to be inspected on the basis of the echo height integrated value.
