PSOLUTION: The resistance adjusting members 11 and 12 are disposed ON the upstream and downstream sides of the flow of fluid F while sandwiching a gap 3, with respect to a section along a flow direction of the fluid F; and DEFLECTION prevention members 21 and 22 having pressure losses and DEFLECTION strength smaller and higher than those of the resistance adjustment members 11 and 12 are disposed, while abutting against a downstream-side surface of the upstream-side resistance adjustment member 11 and ON a downstream-side surface of the downstream-side resistance adjustment member 12.
