In order to prevent increased submissions of unsuitable reviews not useful to the user, this review submission control device (1) is provided with a limit setting unit which selects review submitters who, in the evaluation information relating to submitted reviews, have received a prescribed or greater degree of negative evaluations, and sets limits on the submissions by the submitters of said reviews according to the degree of negative evaluation. By this means, submissions by submitters of reviews that have received negative evaluations are limited.
