PROBLEM TO BE SOLVED: To provide a water-washable water-based penetrant for a penetration flaw detection test for changing flaw detecting accuracy in accordance with a temperature difference between a separation temperature and the temperature of hot water to be used for washing in the case of washing and removing a surplus penetrant by hot water in a penetration flaw detection test and a penetration flaw detection testing method using the penetrant.;SOLUTION: Disclosed is a water-washable water-based penetrant for a penetration flaw detection test formed of a surfactant having a cloudy point, a main solvent formed by mixing the surfactant and water such that a reversible change occurs by a temperature change between two phase states, that is, a state where the surfactant is dissolved into the water to form a single phase and a state where the surfactant is separated from the water to form two phases, and an oil-soluble red dye or an oil-soluble fluorescent dye to be dissolved in the main solvent, therein the change from the state that the single phase is formed to the state that the two phases are formed occurs in a temperature which is equal to or more than the temperature of the cloudy point of the water-based penetrant.
