PROBLEM TO BE SOLVED: To generate a cell list appropriate for presentation to a mobile communication terminal easily at low cost.;SOLUTION: A cell list generation device 1 generates an optimized peripheral cell list from a peripheral cell list generated on the basis of measurement information measured by a mobile communication terminal 5, so that an optimized peripheral cell list can be obtained easily at low cost without imposing much burden on manual labor. Also, the cell list generation device 1 comprises: a first peripheral cell extraction unit 16 which extracts first peripheral cell identification information included in the peripheral cell list of one cell; a second peripheral cell extraction unit 17 which extracts second peripheral cell identification information included in the peripheral cell list of first peripheral cells; and an optimized peripheral cell list generation unit 18 which generates an optimized peripheral cell list from the first and the second peripheral cell identification information. Therefore, identification information on a cell in which the mobile communication terminal 5 would probably be present after moving from one cell in which it was will be suitably included in the optimized cell list.;COPYRIGHT: (C)2014,JPO&INPIT
