The device has a tablet personal computer placed in a sealed case and integrated in a flotation enclosure (26) in which an U shaped air chamber (76) is housed, where the chamber is filled with pressurized air and connected to an airbag (50). Geolocation instruments are arranged in a global positioning system (GPS) space to alert and communicate via Internet. The instruments include transducers (82) and sensors (78) to measure parameter e.g. heart rhythm, of physical state of a user and immediate environment of the user. A mini air pump (56) adjusts parameters at flotation level of the user.
