The system (2) has a determining and providing unit (16) utilized for determining and providing a selected emission frequency band to a ground station (4) based on an instant of virtual reception by a receiver satellite (6) and an ionization state of an ionosphere located above geodesic segments (33) such that a radioelectric signal is reflected towards Earth (7) through the ionosphere and received at the time of reception by the satellite after passing through the ionosphere. A transmitter (22) transmits the frequency band from the station to the satellite. An independent claim is also included for a method for enabling transhorizon communication between a ground station and an orbit satellite.
