The method involves receiving power information transferred by mobile devices in a wireless communication system (10). The power information is converted to obtain scanned power information using a measuring matrix. An alteration matrix is produced to process the measuring matrix, where the alteration matrix meets restricted isometric property (RIP). The estimated power information is obtained in accordance with the scanned power information by using the modified measuring matrix. A spectrum diagram of frequency band is constructed in accordance with the estimated power information.
