The apparatus has a plasma actuator (1) that is equipped with oppositely poled electrodes (4,5) for generating a plasma (15). An air boundary layer (55) formed on the surface (21) of the material web, is converted into a turbulent air boundary layer (60), and the electrodes are arranged on a single side of the material web. The electrodes are arranged in parallel to the surface of the material web. The surface facing away from the material web is completely covered by an insulating casting compound material. An independent claim is included for method for cleaning surface of movable material web.
