A technique for extracting features that are more robust with respect to spurious signals, multiple reflection and the like is provided. A speech feature extraction apparatus includes difference calculating means for receiving a spectrum of a speech signal segmented in frames as an input, and calculating a difference of the spectrum between consecutive frames (a difference in the linear region) for each frame as a delta. Spectrum and normalization means for performing a normalization of the delta spectrum for the frame by dividing the delta spectrum by a function of a middle spectrum. An output of the normalization means is defined as a delta feature.
