PURPOSE: A system for changing a carbon emission credit of greenhouse gases emission and a method thereof are provided to change greenhouse gases emissions of vehicles into carbon emission credit, thereby inducing active individual participation in reduction of greenhouse gases.;CONSTITUTION: A carbon discharge reduction device(100) controls carbon discharge through minimization of fuel supplied to a vehicle engine when the vehicle is not moving for a predetermined time. The carbon discharge reduction device generates carbon dioxide reduction information. The carbon discharge reduction device changes the carbon dioxide reduction information into carbon emission credit. A carbon emission credit management server(200) transmits the carbon emission credit to the corresponding institution server or company server.
