PURPOSE: A public transportation space, a region, cell based road transportation, and a public transportation network development method are provided to build a system similar to a real system compatible to an existing intelligence traffic system standard node, thereby accurately providing road and traffic information to drivers, administrators, and related workers. CONSTITUTION: Geographic information of a target region is constructed into a computer database. The space of the target region is established(S1). A space ID is allocated to the space of the target region. A road center line is formed on a road of the established space(S2). A region is established based on the road center line. A region ID is allocated to each region and basic information is inputted. A cell is established by identifying each region(S4). A cell ID is allocated to each cell(S6) and basic information is inputted.
