A resource allocation method considering minimum transmission delay requirement time for a non-realtime traffic service and a recording medium where a computer readable program for realizing the method is recorded are provided to apply an adaptive scheduling scheme capable of improving system capacity as providing proper soft QoS(Quality of Service) for a non-realtime service, thus an optimum non-realtime traffic service is offered. A session is established between a base station and a mobile terminal(110). Priority values for each user are determined according to an adaptive scheduling scheme which uses additional delay time given to each user and maximum delay requirement time(120,130). Frequency resources are allocated according to the determined priority values(140).
