A multiparticle of which a polymer is coated with a ciprofloxacin-HCl encapsulated low molecular weight water-soluble chitosan minute particle is provided to manufacture with a simple process, release the drug for a long time without toxicity and use for antibiotics against a gram-positive bacteria and gram-negative bacteria. A method for manufacturing a muliparticle, which a polymer is coated with a ciprofloxacin-encapsulated low molecular weight water-soluble chitosan minute particle, comprises: a step of mixing a low molecular weight water-soluble chitosan and ciprofloxacin and stirring under the presence of a solvent; a step of drying the mixture and producing the ciprofloxacin-encapsulated low molecular weight water-soluble chitosan minute particle; a step of producing a polymer solution; and a step of dispersing the ciprofloxacin-encapsulated low molecular weight water-soluble chitosan minute particle in the polymer solution. The molecular weight of the water-soluble chitosan is 1,000-50,000 Da. The solvent used in the polymer solution is the acetonitrile or the acetone.
