PURPOSE: A method for distributively storing plural replicas in a cloud storage system and a device thereof are provided to efficiently distribute data by setting separate priority to a cloud storage policy and selectively using the priority.;CONSTITUTION: A locating unit(210) selects a location which a requester wants as an initial storage location of an initial original or an initial replica, applies a location selection standard in order of the availability of each location and an average load of each location, and selects a storage location of the replica except for the initial original or the initial replica.
