PURPOSE: construction method is that pavement bituminous concrete has good durability, water penetration, and is provided to the thickness for considerably improving bituminous concrete durability by forming surface covering. ;CONSTITUTION: construction method has good durability, water penetration for pavement bituminous concrete, and as follows. Surface pervious asphalt concrete layer (1a) is formed in base (2) coated with surface coating solution to form surface covering (1b). By mixing, initiative coating solution is stored in the first storage tank to the surface coating solution and liquefaction dispersion solution is stored in the second holding vessel. Preliminary coating solution by the syrup on the coating of 100 weight % in 20-200 weight % and 1-30 weight % inorganic fillers propylene compositions.
