PURPOSE: A cylindrical lens arranging apparatus and a backlight module are provided to reduce backlight module Fresnel loss.;CONSTITUTION: A cylindrical lens arranging apparatus(1) is comprised of a cylindrical lens layer(11) and a second refractive index layer(12). A connection point of the cylindrical lens layer and second refractive index layer is a boundary surface(T1). The cylindrical lens layer includes a curved surface(114) and a plurality of cylindrical lenses(1131). The multiple cylindrical lenses are arranged in a transverse direction and projected on the curved surface. The cylindrical lens layer has a first refractive index.
