In the present invention, even in regards to items not covered by a security policy a management server monitors the occurrence thereof, evaluates fluctuations in monitoring results and performs specific output as necessary. The present invention enables management on the basis of the security policy, wherein with respect to items specifically excluded from the security policy, the occurrence of such matters is monitored, the monitoring results are transmitted to a manager, and the manager can recognize the threat and perform countermeasures at an appropriate time.
