To provide a kick starting device, in which durability of a meshed portion between an idle gear and a kick gear is improved and the gears are not made large-sized, and a method of forming the kick starting device. [Constitution] A kick starting device 3 0 includes a kick ratchet 21a provided at a crankshaft of an internal combustion engine, a kick driven gear 31 engaged with/disengaged from the kick ratchet 21a, a kick drive gear 32 meshed with the kick driven gear 31, and a return spring biasing the kick drive gear 32 in a specific direction, the internal combustion engine being started by causing a kick arm 34 to be pivoted. The kick drive gear 32 is provided with a stopper section 40 weld-formed on a tooth bottom 32b thereof on its return position side, the internal hardness of the stopper section 40 being made lower than the internal hard of the kick driven gear 31.
