An electron irradiation physiological isotonic solution is prepared by an electron irradiation apparatus equipped with a dielectric composite electrode and an integrated column. By administering this electron irradiation water, ischemia reperfusion injury caused by acute oxidative stress is reduced. An infusion bag 11 and an infusion pump 12 filled with physiological saline are connected to an electron irradiation device 13. The electron irradiation device 13 is connected to the direct current type high voltage device 2 connected to the direct current power source 1. Electron irradiation physiological saline is prepared by the electron irradiation device 13 and intravenously administered to the human body 14. The electron irradiation device 13 has a physiological saline flow path 16 inside a cylindrical column. A cathode electrode 20 having substantially the same size as the dielectric 19 is adhered to the first surface of the column. An anode electrode 22 having substantially the same size as the conductor pad 21 is brought into close contact with the second surface. The third and fourth surfaces sandwiched between the electrodes 20 and 22 are made of an insulating material 23 that insulates each electrode.
