PROBLEM TO BE SOLVED: To suppress the data size of difference information showing a difference of, for example, binary data including a program and data.;SOLUTION: A comparison part 111 compares old version data 121 with new version data 112 to extract a difference between them. An analysis part 116 analyzes the characteristic of the difference. A data division part 112 divides the two data for each area differed in characteristic of the difference (analysis result 123), respectively. A data conversion part 113 converts, for each divided area, the two data based on a conversion rule according to the characteristic of the difference, respectively. A difference generation part 114 compares converted old version data 124 with converted new version data 125 to generate difference information showing a difference between them.
