PPROBLEM TO BE SOLVED: To provide an apparatus for recognizing signs to be removed, which recognizes signs to be removed and excluded from extraction. PSOLUTION: The apparatus for recognizing signs to be removed stores image data including signs to be removed. A color region extracting means extracts color regions including base colors of the signs to be removed from the image data. A recognition means for signs to be removed recognizes the signs to be removed based on base color from matching regions and constitution of colors other than the base color. In this way, the apparatus identifies the kinds of signs based on the base color and the constitution of the colors other than the base color so as to recognize even signs having different shape and the number of arrows such as directional signs.
