PROBLEM TO BE SOLVED: To provide a technology for IP network routing design capable of lowering maximum link-usage rate at a topology during normal time and during failure, by suppressing overflow of link-usage rate.;SOLUTION: An IP network routing design apparatus 10 includes a failure pattern generating part 21 for generating a failure pattern, a link cost calculating part 22 for calculating a link cost using IP network topology information 32, and a link-usage rate calculating part 23 for calculating link-usage rate (=traffic amount/link capacity) using AC traffic information 31 and link capacity information 321. At a link cost selection determining part 24, the total of surpluses equal to the link-usage rate calculated by the link-usage rate calculating part 23 that exceeds a predetermined value is calculated, for the failure pattern generated by the failure pattern generating part 21. Then with the total of surpluses as an index, it is determined whether the link cost having been calculated by the link cost calculating part 22 is selected or not.;COPYRIGHT: (C)2010,JPO&INPIT
