PPROBLEM TO BE SOLVED: To provide an occupant protection device in rolling-over of a vehicle capable of further enhancing the protection effect of a head by positively increasing a head space of the occupant in rolling-over of the vehicle. PSOLUTION: A vehicle rolling-over detection means 11 for detecting the rolling-over state of the vehicle; a seat back fallable means 12 for allowing a predetermined amount of backward inclination of a seat back 3; an airbag 13 for pressing an upper body part of the occupant in a seat back 3 direction by inflation; and a control means 14 for determining the rolling-over from a detection signal of the vehicle rolling-over detection means 11 to operate the seat back fallable means 12 and the airbag 13 are provided. Thereby, when the rolling-over is detected, the seat back 3 is backwardly inclined by a predetermined amount in such a state that the occupant is restricted to the seat 1 by pressing force in inflation of the airbag 13 and a space between the head of the occupant and a ceiling in a cabin is increased.
