PPROBLEM TO BE SOLVED: To provide a treatment agent for removing organic environmental pollutants at high efficiency by a simple preparing means. PSOLUTION: A solution obtained by beforehand mixing inorganic titanate with citric acid and stirring the mixture is mixed with a layered graphite oxide or a dispersed liquid of a layered graphite oxide, and the mixture is made to flow at 90°C for 80 min, and is subjected to hydrothermal treatment at 100 to 200°C, thus a titanium oxide-introduced carbon nanosheet composite useful as an organic pollutant removing agent is obtained.
