PROBLEM TO BE SOLVED: To reduce a code amount in entropy encoding by adaptive processing specialized in signals in a class, to the class comprising macro blocks with the same statistical nature.;SOLUTION: The macro blocks for encoding are classified into a plurality of classes according to characteristics, and entropy encoding of symbols for encoding is performed using a probability model (context table) tuned to each class. The context table is stored, by a macro block unit or slice unit, in a context information buffer 16 provided by being associated with a decoded image buffer 17 which stores decoded images to be used for inter-frame prediction, and management of memory areas of the decoded image buffer 17 and context information buffer 16 is performed by taking synchronization, by a context table management processing part 1.;COPYRIGHT: (C)2011,JPO&INPIT
