PROBLEM TO BE SOLVED: To provide a license management system and method for preventing a license from being occupied by one user.;SOLUTION: A job queue management part 31 makes an inquiry for the vacancy of a license to a license management part 32 by designating a license name and user ID. A license management part 32 checks whether or not the number of use licenses is smaller than the number of whole licenses by referring to a license management table 34, and checks a use license list 35 when it is smaller. When there is the same license used by a same user, and whose use start time is within a license ready time h, a reply indicating that the license is not available is made to the job queue management part 31.
