PROBLEM TO BE SOLVED: To easily generate hazard assessment information without the need for simulation result of disaster or past disaster information.;SOLUTION: A design map creating section 110 creates a design map 119a wherein roads, mountains, rivers, etc. are colored and shown on the basis of map information 191. A weather information map creating section 120 creates a weather information map 129a wherein weather conditions are colored and shown on the basis of weather information 192. A dangerous place discriminating section 130 discriminates, as a dangerous place 139a, the area which is a colored part of the design map 119a and at the same time a colored part of the weather information map 129a. The dangerous place discriminating section 130 determines a warning color 139b to be applied on the dangerous place 139a on the basis of the combination of colors of the design map 119a and the weather information map 129a. A dangerous place map creating section 140 superposes the design map 119a and the weather information map 129a, and creates a dangerous place map 149a wherein the dangerous place 139a is colored with the warning color 139b.;COPYRIGHT: (C)2010,JPO&INPIT
