PPROBLEM TO BE SOLVED: To provide a congestion degree measurement device directly measuring the number of objects (congestion degree) inside a photographic range by use of a monocular monitoring camera or fixed-point camera. PSOLUTION: This congestion degree measurement device has: an object extraction processing part 3 detecting and extracting an object area from an image obtained by photographing the object by use of the camera 1, and accumulated in an image accumulation part 2, for example; a load value table generation part 5 calculating a volume contributing to a volume of the object of a view volume projected on each pixel on the observed image subject to relation of perspective projection wherein an internal parameter or an external parameter of the camera 1 input by a camera information input part 4, and a three-dimensional point inside a space are associated, obtaining a load value as a contribution rate quantitatively representing an amount by which the pixel contributes to the number of the objects to all the pixels, and generating a load value table; and a congestion degree measurement part 6 measuring the congestion degree from each pixel detected and extracted as the object in the object extraction processing part 3 and the load value of each pixel obtained in the load value table generation part 5.
