PROBLEM TO BE SOLVED: To make possible consideration of a product by end users and objective evaluation, without relying on experts, of whether or not universal design requirements are met.;SOLUTION: A UD achievement level map is prepared by a UD achievement level map preparing unit 13 by plotting an emphasis level and a comparison value for each appeal point into two-dimensional coordinates represented by emphasis levels and comparison values. The emphasis level represents the level of need of an end user for the convenience of use of a product, and the comparison value, a relative value of an evaluation given by the end user having used the product to be evaluated and another product to be compared with. A judging unit 16 judges that a universal design is achieved in the presence of at least one appeal point in a region defined by the emphasis level and the comparison value in the UD achievement level map and in the absence of any serious defect that would bring down the evaluation of the product to be evaluated equal to or less than a prescribed value.;COPYRIGHT: (C)2012,JPO&INPIT
