PPROBLEM TO BE SOLVED: To provide a device enabling a large wheel to be rotated by a river main flow water by using a drum for an impeller and detachment/attachment of the drum only by detaching/attaching a band. PSOLUTION: A principal rafter-shaped truss square bridge allowing vehicles to pass thereunder is installed across a river only with a stationary structure on both opposite bank roads of the river. A bearing is installed at the intermediate part of the principal rafter structure on the upstream side of the river. A U-shaped arm is installed on the bearing. The size of the U-shaped arm is such that extends to near the principal rafter-shaped truss when a large wheel is fitted thereinto. The front end of the U-shaped arm is connected to a vertically movable three-strand wire. A triple winch for moving the vertically movable three-strand wire is installed at the principal rafter crest part on each of the upstream and downstream sides. A bearing for rotating the large wheel inside the U-shaped arm is installed at the intermediate part of the U-shaped arm. The outer periphery of the large wheel has such a structure in which the drum can be alternately inserted and the band can be fixed, and the drum is installed on the outer periphery of the large wheel.
