PROBLEM TO BE SOLVED: To provide a program and a device for determining the local heat transfer coefficient in a short time even when the cooling condition is changed.;SOLUTION: When the reference cooling condition is set, a stationary heat flow analysis unit 13 in a local heat transfer coefficient determination device 1 calculates the temperature distribution in a calculation area by a numerical analysis method. A reference local heat transfer coefficient calculation unit 14 obtains the reference local heat transfer coefficient href(x) based on the calculated temperature distribution.
