PROBLEM TO BE SOLVED: To provide a policer device and a band control program capable of evenly passing frames even if the timing of supplying resources to be consumed for passing frames is independent for each policer.;SOLUTION: A frame input/output unit 201 passes frames according to directions outputted by a flag determination unit 206 while consuming resources. A resource managing unit 203 manages amounts of resources which are supplied and consumed. A management information storage unit 204 stores passing information indicating policers that have passed frames during each period and management information including flag information on the skip flag and the like. A flag updating unit 205 registers a resource surplus flag and a supply fill flag at the end of a previous period and a skip flag that indicates whether or not a self-policer 200 skips consuming resources in the next period based on the passing information in the previous period and the current period. The flag determination unit 206 refers to a latest skip flag, and determines the presence or absence of a frame passing in the next period.;COPYRIGHT: (C)2009,JPO&INPIT
