PROBLEM TO BE SOLVED: To materialize operation of a commuter ticket medium set flexible in an effective section.;SOLUTION: A commuter fare calculation part 112 calculates a commuter fare from a use period and a use section inputted in a commuter ticket sales part 122. An effective section setting part 111 generates the effective section including two or more designation sections each specifying a travel direction and a use section. A commuter ticket medium writing part 121 writes the effective section and an effective period into the commuter ticket medium 10 and issues it after reception of the commuter fare. When a getting-off ticket examination part 133 reads the effective section, the effective period, and a getting-on station in getting-off ticket examination, when the getting-on station and a getting-off station are included in the effective section, and when the designation section specified with the same travel direction as the travel direction to the getting-off station from the getting-on station is set, the getting-off ticket examination part 133 decides it as use inside the section of the commuter ticket medium 10.;COPYRIGHT: (C)2008,JPO&INPIT
