PROBLEM TO BE SOLVED: To formulate standard time depending on skills of an actual operator.SOLUTION: A standard time formulation device includes: a schedule creation part 13 for creating a schedule of operation consisting of a plurality of processes by using standard time stored in a standard time storage part 11; an actual operation time collection part 14 for collecting operation time of respective processes measured in operation executed on the basis of the schedule created by the schedule creation part 13; an average calculation part for calculating an average value of the actual operation time collected by the actual operation time collection part 14 according to years of experience of operators; a function derivation part 17 for deriving a function that shows a relationship between years of experience and operation time by using years of experience and the average value calculated by the average calculation part 16; and a standard time correction part 18 for correcting the standard time stored in the standard time storage part 11 by using the function derived by the function derivation part 17.
