PROBLEM TO BE SOLVED: To provide a health services support system capable of predicting a medical expense reduction effect due to health guidance and capable of selecting cost-effective guidance recipients.SOLUTION: A health services support system for selecting health guidance recipients on the basis of receipt information, medical check information and health guidance information includes: a medical expense model creation unit that creates a medical expense model indicating an estimated medical expense for each degree of seriousness and inspection value of a health insurance subscriber; an inspection value improvement model creation unit that creates an inspection value improvement model indicating an amount of improvement for each degree of seriousness and inspection value; an estimated medical expense reduction effect calculation unit that calculates an estimated amount of medical expense reduction due to health guidance for each degree of seriousness and inspection value; and a recipient selection unit that selects a health insurance subscriber belonging to the degree of seriousness and the inspection value with a large amount of the predicted medical expense reduction, as a health guidance recipient.
