PROBLEM TO BE SOLVED: To provide a steel capable of improving hardenability, and satisfying an aspect of rolling contact fatigue properties without decreasing workability, especially cold workability.;SOLUTION: The steel contains, by mass%, 0.35 to 0.60% C, 0.10 to 0.50% Si, 0.50 to 1.20% Mn, ≤0.030% P, ≤0.030% S, ≤0.30% Cr, 0.03 to 0.30% Al, ≤0.0150% N, and ≤0.0020% O, and the balance being iron and inevitable impurities, wherein a content of solid solution Al calculated from the content of Al and the content of N satisfies that a value obtained by decreasing 27/14 of the N% from the Al% is 0.020% or more.
