PROBLEM TO BE SOLVED: To provide a high-strength thick steel plate having a base material performance of tensile strength of ≥780 MPa, having stable high toughness in a single-layer heat-affected zone in high-heat-input weld whose welding heat input exceeds 400 kJ/cm, and excellent in hardening resistance of a heat-affected zone in low-heat-input weld, and to provide a method for production thereof.;SOLUTION: The steel plate contains, by mass, 0.03-0.075% C, 0.01-0.40% Si, 0.1-1.3% Mn, 2.0-5.0% Cr, 0.01-0.05% each P, S and Al, 0.005-0.03% Ti, 0.002-0.007% N, at least one of Cu, Ni, Mo, Nb, V, REM, Ca and Mg as needed, substantially no B, and the balance Fe with inevitable impurities. After a cast slab or steel billet, which comprises the steel composition, is reheated at 1,000 to 1,250°C, hot rolling in which a rolling finish temperature becomes 750°C or more is performed, or after hot rolling, the slab or billet is reheated at a transformation point Ac3 or higher, is cooled to room temperature after retained, and further is tempered at 400 to 650°C.;COPYRIGHT: (C)2012,JPO&INPIT
