A single frequency communications system (e.g. DVB, NGH) comprising a plurality of base stations (BS) each comprising an OFDM transmitter comprising: a first input (e.g. a national television transmission) from a first data pipe 82; a second input (e.g. a local television transmission) from a local service insertion data pipe 84; and a modulator which modulates the sub-carrier signals of OFDM symbols with either the data from the first data pipe y0y1y2y3, using a lower order modulation scheme 94 (e.g. M-QAM), or the data form the first data pipe and the local service insertion data pipe h0h1, using a higher order modulation scheme 96 (e.g. at least 2M-QAM). A sub-set of BSs transmit data from the first data pipe and the local insertion pipe and another sub-set of BSs transmit data from the first data pipe only. Clusters may be formed of predetermined numbers of BSs each BS being assigned to one of a corresponding number of TDM frames.
