The restrictor (36) has a membrane (44) equipped with an opening (46) for passing fluid i.e. water. The membrane is positioned with a deformable material (48) i.e. thixotropic or anti-thixotropic material, where the restrictor is positioned in the deformable material whose viscosity varies according to time when the deformable material is subjected to constant effort exerted by the fluid. A spring plate (50) ensures the restrictor from a retracted position to a deployed position. The deformable material is deformed elastically between the deployed and retracted positions.
