The device has an electro-chemical cell (1) including a bursting device and held in a container (9) by a holding element (2) such that the bursting device is surrounded by a free space to allow unhindered bursting of the bursting device within the container. The holding element is designed as a supporting ring and a frame circulating the cell. The holding element is arranged in a connecting flange (3), a head area and a base area of the cell and above the bursting device. The holding element is made of plastic.
