The present invention relates to a semi-rigid road paving method and a composition for cement milk used in the method and a construction method for injecting the same. The semi-rigid road paving method according to the present invention includes the steps of laying and compacting asphalt, and injecting cement milk into the voids in the asphalt, applying vibration to the cement milk, and cement milk into the voids in the asphalt. It is characterized by promoting the injection. The injection material composition for cement milk used in the present invention is 50 to 90% by weight of flame resistant cement, 3 to 30% by weight of fastener, 0.1 to 5% by weight of a fluidizing agent, 0.01 to 1.0% by weight of thickener, and 1 to 15% by weight of silica fume. %, 1 to 12% by weight of the expansion material, 0.1 to 2% by weight of the hydration accelerator and 0.1 to 3% by weight of the hydration delay agent.
