PURPOSE: A drilling device for ground improvement, and a construction method and a construction management system using the same are provided to easily discharge excavated soil to the ground and to monitor the injection of cement stabilizer into a bored hole. CONSTITUTION: A drilling device for ground improvement comprises a drilling bit(10), an air line pipe(20), a first swivel device(30), a second swivel device(31), a power head(40), a temperature sensing blade(50), and a connector(60). The drilling bit has a suction space. The air line pipe is connected to the bottom of a drilling pipe(14) and discharges the seawater in the drilling pipe to the ground through a seawater and excavated soil discharge hose(16). The first swivel device connects the drilling pipe and the air line pipe to an air injection hose(22). The second swivel device connects the drilling pipe to the seawater and excavated soil discharge hose. The power head rotates the drilling pipe and is connected to a leader(73). The temperature sensing blade is fixed to the exterior of the drilling pipe and attached with a temperature sensor. The connector is connected to the temperature sensor of the temperature sensing blade through a temperature transmission cord.
