PURPOSE: A construction method of dam without temporary diversion work and a dam constructed by the same are provided to economically carry construction of a dam by reducing the total construction period of construction. CONSTITUTION: A construction method of dam without temporary diversion work comprises following steps. A dam shoulder(110) is formed by performing concrete work on both edges of a river or a stream. Plural beams are constructed on the side of the dam. A large-diameter pipe is installed outside the river and is coupled with the beam. A reinforcing bar is coupled on an area in which a pipe and a beam are installed and concrete is poured. The beam of the next line is constructed and the concrete is fixed. The pipe of the next line is coupled with the beam of the next line.
