PURPOSE: A method for modifying the surface of proton exchange membranes using ion implantation is provided to maintain excellent electrochemical characteristics and mechanical properties of a proton exchange membrane such as nafion and to suppress a methanol crossover phenomenon. CONSTITUTION: A method for modifying the surface of proton exchange membranes comprises a step of modifying the surface of a membrane by irradiating ion beams to one side or both sides of the proton exchange membrane. The proton exchange membrane is one selected from the group consisting of sulfonated fluoropolymer, partially sulfonated fluoropolymer, and sulfonated hydrocarbon polyer. The element used in the irradiation of ion beams is one selected from the group consisting of carbon, hydrogen, argon, helium, neon, and xenon.
