PURPOSE: A method of manufacturing a ruthenium-dioxide film using irradiation of electronic beams and a ruthenium-dioxide film with improved energy storage capacity are provided to enhance stability and activation of electrode, crystallinity of a film, energy storage capacity and electrical performance. ;CONSTITUTION: A method of manufacturing a ruthenium-dioxide film is as follows. Ruthenium chloride powder is dissolved in distilled water under nitrogen atmosphere and thus electrolyte solution is manufactured. A substrate is dipped in the electrolyte solution and a ruthenium dioxide film is manufactured in an electrochemical deposition method.
